It has scripting support, and reasonably easy to access base libraries from the community via github (though I use only my own parts for everything). KiCad has great community support, runs on windows/osx or your flavour of linux, and uses plain text files for everything which are compatible with git and other source control systems. While there are other packages, a lot are limited by artificial restrictions to push you towards a more expensive commercial version or a particular vendor/fab. KiCad is one of the better picks for free and opensource design.
